If you read the congressional record from before the civil war, we really did have some good and honorable members of the US Congress and they were doing everything they could to protect our rights - in contradistinction to today, they are mostly nothing but a gang of thieves, except for a few notable exceptions like US Congressmen Ron Paul.
On July 27 1868, the day before the (so-called) Fourteenth Amendment was declared approved and adopted the US Congress passed An Act Concerning the Right of American Citizens to Expatriate.
First of all, I would like to point out that an "American Citizen" is by definition a state citizen. If they wanted to say US citizen, they would have said it, but they didn't.
Secondly, I think that there were some members that understood what was happening and wanted to make it possible for state citizens to renounce their federal citizenship, because they knew that they were essentially enslaving everybody, especially those people who didn't understand the law and how it works.
This act affirms your right to renounce their slave and your right to walk away from it.
There are some court cases and one of them I would like to point out is United States, ex rel. Standing Bear, v. George Crook. 25 F.Cas. 695 (1879).
"The right of expatriation is a natural, inherent, and inalienable right and extends to the Indian as well as to the white race."
What this means is that the Act of Congress only affirms - repeats - a right that you have anyway.
This is also true of the (so-called) Bill of Rights, the first 10 Amendments to the Constitution. These are all common law rights and they are only affirmed - repeated - in the Bill of Rights.
Current Expatriation Regulations
On order that they don't lose too many of their slaves, in modern times, the US Congress perjurers have passed (colorable) legislation that says that if a "person" wants to renounce the US citizen, the "person" has to do it in a foreign state and before a US Consular Officer.
The important thing to remember here is that they have no right to regulate "We the People" and they even admit it when their regulations talk about "persons".
Pursuant to their 18 USC 1015 (f) is it a felony for anyone to claim they are a US citizen when they know they are NOT.
Part of this is to revoke your voters registration. In the form that you register to vote, you swear under penalty of perjury, that you are a US citizen
